Launch Detected

Near Moscow, autumn 1983, just after midnight. In an early-warning bunker, the alarms go off: the satellites report American missiles launched at the Soviet Union. The officer on duty has minutes to pass on an attack that could set off a nuclear counter-strike. He reports a false alarm instead, and he is right. Why didn’t he believe the satellites?

How to solve this riddle

This is a situation puzzle, a lateral thinking riddle solved by asking questions. Read the scene again and separate the facts from your assumptions. With a narrator who knows the answer, ask one question at a time: they answer yes, no or irrelevant.
